How is the DC Comic Reboot going to work?

I've always wanted to get into Batman comics, but due to the huge amount of history behind it...I never could. So when I heard that DC was relaunching their comics with issue #1, I was excited. But I still don't know exactly how it is going to work. Is it completely going to start over, or what?
