How should i start this?

people wouldn't generally evacuate in the middle of the night due to a hurricane- this is typically done a day or two before the storm's arrival, after a series of watches and warnings. also, why did they stay away for so long, rather than return home a day or two after the hurricane hits? perhaps they couldn't find the dog when it was time evacuate and when they do return home, he's right under the porch waiting for them!
